According to a new report by GTM Research and the Solar Energy Industries Association (SEIA), the U.S. installed 930 megawatts (MW) of photovoltaics (PV) in Q3 2013, up 20 percent over Q2 2013 and 35 percent over Q3 2012. Californians who want to put solar panels on their roofs could benefit from a state bill headed to the governor’s desk.

The Legislature on Thursday passed the Solar Permitting Efficiency Act, which promises to streamline the solar permitting process throughout California. Industry officials say that could save each customer $1,000 or more on the cost of installing solar panels.

Assemblyman Al Muratsuchi (D-Torrance) is the author of the bill, which requires cities and counties to adopt ordinances that will speed up the permitting and inspection process for residential rooftop solar energy systems.

We're not sure where to even begin on this story. Inspired by what we have seen in the field, we felt compelled to warn consumers about what is happening on their rooftops when they take the steps to go solar. Though this particularly example is one of the more extreme samples, the reality is that solar providers and electricians are installing solar arrays on rooftops every single day here in Los Angeles and Orange County and they know very little about the roofs they are working on, how to properly waterproof them and how to successfully warrant the roofs against leaks. It is important to know this part of the solar process when considering purchasing or leasing a system for your home.

California took another major and symbolic step today with its decision to rely significantly on energy efficiency and other clean energy resources to help replace electricity once generated by the San Onofre Nuclear Generation Station (SONGS) serving San Diego and the greater Los Angeles area.
